BUNNELL -- An official contract agreement still has to be hashed out, but it looks like Bings Landing will get not only a bait and tackle shop but a barbecue carryout restaurant to boot.

Flagler County commissioners voted 4-1 Monday, with Commission Chairman Alan Peterson casting the only dissenting vote, to enter into an agreement with Michael Goodman and Chris Herrera to lease space at the county park for Captain's Bait, Tackle and BBQ.

General Services Director Heidi Petito said it wasn't so much the written proposal that set Goodman apart from other applicants but answers to an oral interview.

"We felt the barbecue would offer more of what the community was looking for," she said. "(Goodman) would also supply some capital for improvements to the building that would be a benefit to the county."

Commissioner Barbara Revels expressed concern about the proposal, which she said was more focused on creating a restaurant atmosphere with live music and quarterly concerts, plus beer and wine sales, than a bait and tackle shop.

County Administrator Craig Coffey said not everything would have to go into the contract that was listed as part of the proposal.

Peterson cast his nay vote because there was such a variance between what the county sent out as a guideline for the bait and tackle and what came back.

Coffey said a sample contract from the Bull Creek bait shop was used to draw a potential vendor to Bings Landing but noted there are significant differences between the two locations.

"At Bull Creek, we have the restaurant so we didn't want the bait shop competing," he said and added that beer and wine sales were allowed at the last Bings Landing bait shop.

"You have a convenience store right up the street," Coffey said. "There's nothing to stop anyone from buying beer and wine and bringing it in."

Commissioner George Hanns also shared Revels concerns about music, but said the need to provide services outweighed them. Petito said the park is not dawn to dusk like other parks because of the boat ramp.

"If they want to have music, I see us having to add lights," Revels said. "I don't want added expense or liability."

Several residents spoke in favor of either of the two proposals the other presented by Michael Vickers to lease the space as well as the obvious need.

"One thing a fisherman needs is bait," said Palm Coast resident Jim Hook.
